DOTr revises rules on anti-distracted driving law

The Department of Transportation (DOTr) has announced it has revised the implementing rules and regulations (IRR) of the Anti-Distracted Driving Act (ADDA).

The ADDA prohibits the holding and using of mobile communications and electronic entertainment and computing device while driving or when the vehicle is temporarily stopped at a traffic light or an intersection.

Under the revised IRR, drivers can use the hands-free function of these devices is allowed, DOTr Assistant Secretary for Legal Affairs Atty. Leah M. Quiambao clarified in a press conference on Wednesday.

The new IRR also encourages dashboard cameras (dashcams) to be placed behind the rearview mirror and allows the mounting of the cellphones and navigational devices below, at the same level, or on top of the dashboard, and even on the windshield.

The news rules will take effect 15 days after its publication in major newspapers.

The original IRR was suspended after causing confusion among motorists and traffic rules enforcers last month.
