Cebu Governor Gwendolyn Garcia said that their province will no longer recognize the alert level recommended by the Inter-Agency Task Force on COVID-19.
The IATF recommended Cebu province under Alert Level 2 due to rising COVID-19 cases.
“Such a presentation is both confusing and confused. Cebu province refuses to be part of that confusion,” said Garcia.
The legal consultant of Garcia also questioned the IATF’s recommendation.
“What legal basis did the IATF exercise in its continued implementation of this alert level system?” lawyer Benjamin Cabrido said.
Under Alert Level 2, some establishments are only allowed to operate in a 50% capacity.
“Cebu province has moved on, moved forward earlier than all the others and we intend to soar to greater heights. How do we this? By not restricting livelihood and businesses. We are only trying to recover,” added Garcia.
The areas under Alert Level 2 are the following:

- Ifugao
- Quezon Province
- Palawan
- Camarines Norte
- Masbate
- Antique
- Negros Occidental
- Bohol
- Cebu Province
- Negros Oriental
- Leyte
- Western Samar
- Lanao del Norte
- Davao de Oro
- Davao del Norte
- Davao del Sur
- Davao Occidental
- North Cotabato
- Sarangani
- Sultan Kudarat
- Dinagat Islands
- Basilan
- Maguindanao
- Sulu
- Tawi-Tawi
Alert Level 2 means certain establishments and activities are allowed at 50% capacity indoors for fully vaccinated adults while 70% capacity outdoors.
Other areas not included in the list are still under Alert Level 1 which means no restrictions for intra and interzonal travel.
