Labor Secretary Silvestre Bello III revealed on Thursday that the OFW allegedly killed by her employer was ‘black and blue’ when brought to a hospital.
Bello, who cited the preliminary report of Labor Attaché Nasser Mustafa of the Philippine Overseas Labor Office in Kuwait, said that Jeanelyn Villavende was already dead when she was rushed to the hospital.
Villavende’s death prompted Bello to impose a partial deployment ban on new household service workers in Kuwait.
“This should serve as a clear message to Kuwaiti authorities. The partial ban may ripen into total deployment ban if justice for Jeanelyn Villavende is not met,” Bello told Sun Star Manila.
He also noted that the agency that recruited Villavende may face possible cancellation due to inaction on her complaints about maltreatment and underpayment of salary.
