The Department of Migrant Workers (DMW) will be coordinating with the Department of Information and Communications Technology (DICT) to create a system that will make the Overseas Employment Certificates (OECs) available through smartphones.
DMW Sec. Susan ‘Toots’ Ople said that the aim is to make it more convenient for OFWs to show their OECs at the immigration area before they leave the country.
“The DICT and the DMW will be working closely together so that the OEC will now be paperless. It can be stored on the worker’s phone, and there will be a corresponding digital solution at the immigration so that every international airport that we have in the country is now seamless,” said Sec. Ople.

This follows President Bongbong Marcos’ pronouncements to automate and digitize the contract verification process as well as the OEC issuance as a ‘top priority’ for DMW and DICT.
“Gagawin natin ito sa pamamagitan ng pag-aalis ng red tape sa sistema ng pagsusulong ng digital empowerment. We shall automate the verification of contracts and issue secure Overseas Employment Certifications (OEC) that you can keep on your smartphone. I call on the Department of Migrant Workers and the DICT to make this a top priority,” said Marcos.
