Duque: ‘We would go to jail if transactions are not documented’

Health Secretary Francisco Duque said that all transactions of the Department of Health (DOH) are documented and accounted for.

“Lahat ‘yan may kaakibat na mga dokumento. Hindi pwedeng walang dokumento ‘yan. We would all go to jail if we do that na wala kaming basis,” Duque said in an interview on ABS-CBN.

“So hindi p’wede ‘yan. I will not allow that to happen,” he added.

The statement comes after the Commission on Audit flagged the DOH for misuse of PHP67.32-billion fund for its COVID-19 pandemic response.

Duque said that the procurement of all medical ventilators, COVID-19 testing kits, personal protective equipment and medicine, had been relegated to the Procurement Service of the Department of Budget and Management

COA said that at least P11 billion have been unobligated or unused during the pandemic.

Duque denied this saying the budget has already been disbursed.

“Nagamit na yan,” he said.
