Police fatally shot a former soldier on Tuesday afternoon in Barangay Pasong Putik, Quezon City.
The incident happened amidst the implementation of the Luzon-wide enhanced community quarantine.
The shooting was caught on video, which showed a man identified as Winston Ragos, 34, standing on the sidewalk with arms raised to the side and facing an eatery.
Cops are shouting at the man to lay on the ground, but he refused to listen to them.
He then faced the cops and asked them, “Sige, iputok mo. Bakit anong problema ko sa’yo?”
Ragos later acted that he will draw a gun from his sling bag and he was shot twice.
Residents tried to intervene from the standoff but met with warnings coming from the cops.
The Daily Tribune reported that the man was rushed to Commonwealth hospital where he succumbed to his wounds.
The woman who was shouting in the video apparently known Ragos and told cops that he was suffering from ‘war shock.’
“Bakit niyo binaril../ Dapat kinapkapan niyo lang muna?” she said.
Ragos last assignment in the military was in Marawi.
Meanwhile, P/Master Sgt. Daniel Florendo Jr, the police officer who fired at Ragos, surrendered his firearm and submitted himself for investigation.
A probe is being conducted by the Criminal Investigation and Detection Unit (CIDU) and the District Internal Affairs Service of Quezon City Police District.
