First draft of proposed federal constitution unveiled

The Consultative Committee (ConCom), chaired by former Justice Reynato Puno, turned over the proposed draft of the Bayanihan Federal Constitution on Monday to President Rodrigo Duterte.

Titled Power to the People: Bayanihan Federalism, Power to the Regions, the draft contains 22 articles compared to the 18 of the current 1987 Constitution.

Meanwhile, Presidential Spokesperson Harry Roque said that the President is willing to step down from his position and is ready to hand it to someone else.

Roque earlier said that the president is willing to ignore the public clamor and will not participate in the transitory leadership beyond 2022.

The committee is set to revise the provisions according to the instructions of Duterte. Among the new features of the draft are the following:
– Ban on political dynasties and political turncoatism
– Ban on monopolies and oligopolies that lessen competition
– Additional powers for the Ombudsman and Commission on Audit among others
– The inclusion of socio-economic rights in the Bill of Rights
– The establishment of a permanent and indissoluble nation.
