The Commission on Elections (Comelec) is gearing up for the 2025 hybrid national and local elections.

During the Senate hearing of the Committee on Electoral Reforms and People’s Participation chaired by Senator Imee Marcos on Wednesday, Comelec Chairman George Erwin Garcia said it has decided to issue a Terms of Reference although it has not yet received guidance from the Comelec Advisory Council (CAC).

The Comelec must get the guidance of CAC so that it would not be faulted for lack of consultation.

Garcia noted that the procurement process for the 2025 elections need to begin in July, where a decision has to be made on whether or not to acquire new systems and new equipment.

Meanwhile, Marcos said the proposal to conduct hybrid elections had already reached the plenary during the previous Senate.

She bared that the budget for the next elections might increase as the new hybrid counting systems will have to be implemented nationwide.
