Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued Law No. (16) of 2023 to regulate urban planning in Dubai.
In a tweet on Tuesday, the Dubai Media Office has announced the development noting that the law aims to create an effective urban planning system that promotes investment, sustainable development, and improves citizens’ quality of life.
“HH Sheikh Mohammed issues Law No. (16) of 2023 regulating urban planning in Dubai. The Law seeks to develop an integrated and effective urban planning system that encourages investment, sustainable development, prosperity and improves the quality of life for citizens,” it wrote.

Under the law, a Supreme Committee for Urban Planning will be formed, comprising representatives from relevant authorities responsible for urban planning. The committee will set the general policy for urban planning in Dubai and define development objectives aligned with approved goals and strategies.
Dubai’s existing Supreme Committee for Urban Planning, established by Executive Council Resolution No. (18) of 2021, will continue its tasks and responsibilities until it is re-formed according to this law.
The law also designates Dubai Municipality as the sole regulator of the urban planning sector in Dubai. The municipality will coordinate with other relevant entities overseeing special development zones and free zones, if necessary, to fulfill the law’s requirements.
According to the law, permits are mandatory for all development works in Dubai, and compliance with applicable legislation and permit conditions is required.
Any conflicting provisions in other laws will be nullified, and the regulations, rules, and systems in place prior to this law’s implementation will continue to apply until new ones are issued.
The law will be published in the Official Gazette and will become effective 90 days after its issuance.
