The Philippines and Vietnam elevated their bilateral relations to an Enhanced Strategic Partnership, marking a significant step toward deeper cooperation in defense, trade, and people-to-people exchanges amid an increasingly complex regional environment.
President Ferdinand Marcos Jr. announced the development during a bilateral meeting with visiting Vietnamese President To Lam in Malacañang.
The upgrade comes as both countries prepare to mark 50 years of diplomatic relations this July, and 10 years since the establishment of their Strategic Partnership in 2015.
“Today, we elevate our ties to an Enhanced Strategic Partnership, which will be defined by wider pathways for cooperation, stronger political and defense cooperation, and closer linkages between the Filipino and Vietnamese peoples,” Marcos said.
He noted that the strengthened partnership reflects shared challenges in the region, including geopolitical tensions, supply chain vulnerabilities, trade pressures, and the rapid rise of emerging technologies.
“There is no doubt that the Philippines and Vietnam share a common interest in maintaining peace, stability, and the rules-based order in our region, anchored firmly on international law,” Marcos added.
The President said both Philippines and Vietnas, as maritime nations in Southeast Asia, aim to expand cooperation in defense and security while strengthening collaboration in culture, education, and tourism.
“We are not only marking a half century of diplomatic ties, but we also signal the starting point for another march towards new horizons that will carry our nations and our peoples forward to progress,” he said.
Vietnamese President To Lam described the Philippines as a key partner in the region and expressed confidence in further expanding cooperation.
“The Philippines is an important partner of Vietnam in the region, and both countries share similar strategic visions and interests, and a strong commitment towards peace, stability, prosperity, and the rule of law,” he said.
“We always wish to work closely with the Philippines to further elevate our strategic partnership to a greater height, with ever-increasing substance, comprehensiveness, and effectiveness.”
To Lam’s visit is the first by a General Secretary of the Communist Party of Vietnam to the Philippines and comes as Manila chairs the Association of Southeast Asian Nations (ASEAN) this year.
Vietnam remains the Philippines’ sole strategic partner in Southeast Asia, with cooperation spanning trade, food security, maritime affairs, defense, education, tourism, and regional diplomacy.
The upgraded partnership is expected to further expand collaboration in economic development, security, emerging technologies, and regional stability.
