As a Dubai expat resident, am I protected under the law as a complainant? What is the procedure to report an illegal activity to Dubai Police?

You can inform police by calling them up on 901 or even submitting a report on their online platform: Dubai Police: Report Crime Service .
It however depends on the nature of the complaint.
You can also become a witness, as per law, in which case the police will require your assistance.
