UAE residents can declare lost official documents, passports, and mobile phones through Dubai Police’s website. Here’s how:

On this link, owners of lost document will need to indicate nearest police station, provide Emirates ID information, document type, contact information, and details of loss.

The link will direct users to a page where passport owners need to input their Emirates ID number.
Or, passports may go to the nearest police station to fill out a special form and submit required documents, namely two passport size photos, copy of lost passport (if available), letter from the sponsor and copy of the sponsor’s passport, as well as printed and stamped letter from employers.
