The Government Service Insurance System (GSIS) has launched a loan program allowing government employees to borrow up to ₱300,000 to purchase bicycles and electric mobility devices, as fuel prices remain elevated.
The program, called the Ginhawa Bike and E-Mobility Loan (GBEL), carries a 5% annual interest rate and does not charge a service fee.
Qualified members may borrow up to 100% of the unit cost, covering items such as bicycles, e-bikes, e-scooters, e-mopeds, cargo e-bikes, and other similar electric-powered transport units.
“This program will give our members a practical option to manage their daily transportation expenses,” GSIS president Jose Arnulfo Veloso said.
“We want our members to be able to move through their communities without that financial weight,” he added.
The initiative is part of the government’s Unified Package for Livelihood Industry Food and Transport (UPLIFT), rolled out after President Ferdinand Marcos Jr. declared a national state of energy emergency in March.
GSIS earlier introduced a similar financing program, the Ginhawa Solar Energy Loan (GSEL), which allows members to borrow up to ₱500,000 to install solar panel systems at home.
Officials said the new loan facility aims to provide an affordable and sustainable transport alternative, helping government workers cope with rising fuel costs while promoting cleaner mobility options.
