Philippine authorities in Tuy, Batangas recently arrested two individuals suspected to have thrown particular chemicals that led to the giant foams at their local barangay this August 19.
Residents were baffled by the sight and scent of the gigantic foam formations that appeared out of nowhere. This also led to the death of several fishes and aquatic creatures, as per reports from ABS-CBN News.

Mark Anthony Austria and Romano Cabrera have been charged with the violations of RA 9003 or the Ecological Solid Waste Management Act of 2000 and RA 6969 or the Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990.
Authorities also recovered 16 drums of the chemicals that led to the rise of the giant foams. They have yet to pinpoint the exact name of the chemical that the two perpetrators threw in the river.
Experts from the Environmental Management Bureau ng Department of Environment and Natural Resources have also begun their investigations regarding the incident.
