President Ferdinand Marcos Jr. highlighted the achievements of the Department of Human Settlements and Urban Development (DHSUD) and Pag-IBIG Fund under the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program, saying more than 500,000 homes have been built or financed through the administration’s flagship housing initiative.
In his 2026 State of the Nation Address (SONA), Marcos said the program has delivered over half a million housing units, including more than 100,000 homes added in the past year.
“Sa ating programang pabahay, higit limang daang libong bahay ang ating naitayo na at napondohan, kasama ang higit isang daang libong bahay na naidagdag natin sa loob lamang ng isang taon sa ilalim ng pinalawig natin na 4PH program,” the President said.
He added that DHSUD and its partner agencies continue to address the country’s housing backlog through new housing communities, Pag-IBIG Fund acquired assets, the Community Mortgage Program, resettlement projects, and rental housing initiatives in partnership with the private sector and local government units.
Pag-IBIG Fund said it has played a key role in the program by releasing ₱517.45 billion in home loans under the Marcos administration, financing 379,294 housing units based on its latest available data.
The agency has also expanded partnerships with private developers and government agencies, increased the supply of affordable housing, promoted acquired assets as additional homeownership options, and lowered financing rates to make monthly amortizations more affordable.
Marcos also underscored the importance of affordable financing in helping more Filipinos own homes.
“Susi sa lahat ng ito ang magandang sistema ng pautang, upang gawing mas abot-kaya ang mga pabahay para sa mga Pilipino. Isa na rito ang Pag-IBIG Fund,” he said, noting that the fund’s membership has grown to 17 million.
The President also announced that the maximum Pag-IBIG housing loan has been increased to ₱10 million, allowing more Filipino families to purchase homes that better suit their needs.
Under Expanded 4PH, Pag-IBIG Fund continues to offer a subsidized 3% interest rate for socialized housing loans, while promotional rates of 4.5% for loans up to ₱4.9 million and 5.75% for loans above ₱4.9 million remain available until the end of the year.
Marcos likewise emphasized the role of Pag-IBIG Fund, along with the Social Security System (SSS) and Government Service Insurance System (GSIS), in providing long-term financial security for Filipino workers through savings, emergency assistance, and affordable housing.
DHSUD Secretary Jose Ramon P. Aliling said the President’s recognition affirms that the Expanded 4PH program is translating into more housing opportunities, stronger partnerships with the private sector, and more affordable financing for Filipino families.
“Alinsunod sa mga direktiba ng Pangulo, patuloy nating patitibayin ang pakikipagtulungan sa pribadong sektor at mga kapwa ahensya sa pamahalaan, palalawakin ang mga programang tumutugon sa pangangailangan sa pabahay ng ating mga kababayan, at pananatilihing abot-kaya ang pautang para sa pabahay upang mas marami pang pamilyang Pilipino ang makamit ang pangarap na magkaroon ng sariling tahanan,” Aliling said.
Meanwhile, Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta thanked the President for recognizing the agency’s contribution to expanding homeownership, saying the continued trust of members and prudent financial management have enabled the fund to sustain affordable housing loans while protecting members’ savings.
“Makakaasa po ang ating Pangulo at lahat ng ating mga miyembro na patuloy naming pamamahalaan nang maingat at responsable ang Pag-IBIG Fund upang mapangalagaan at mapalago ang kanilang ipon, mapanatiling abot-kaya ang ating housing loans, at matulungan ang mas marami pang pamilyang Pilipino na magkaroon ng sariling tahanan,” Acosta added
