DHSUD, Pag-IBIG turn over condo units in Laguna under Expanded 4PH Program

The Department of Human Settlements and Urban Development (DHSUD) and Pag-IBIG Fund led the inspection and ceremonial turnover of condominium units in Cabuyao, Laguna, under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

DHSUD Secretary Jose Ramon Aliling and Pag-IBIG Fund Chief Executive Officer Marilene Acosta, together with government officials and private sector representatives, visited Pasinaya Heights, one of the first condominium developments in South Luzon built under the Expanded 4PH Program.

The event also marked the ceremonial handover of housing units to new homeowners, highlighting the administration’s push to expand access to affordable housing for Filipino families.

Aliling, who also chairs the Pag-IBIG Fund Board of Trustees, said the turnover reflects the Marcos administration’s commitment to making homeownership more accessible, particularly for workers in need of government support.

“President Marcos has been clear in his directive: decent and affordable housing must be brought closer to Filipino families, especially workers who need government support the most,” Aliling said.

He added that the Pasinaya Heights project demonstrates how collaboration among the government, Pag-IBIG Fund, and private developers can help provide affordable homes to Filipino workers through the Expanded 4PH Program.

Nearly 300 Pag-IBIG Fund members have already acquired units at Pasinaya Heights through the agency’s home financing program.

The 2.5-hectare socialized condominium project consists of four seven-story residential towers with more than 2,700 housing units. The development also includes amenities such as a swimming pool, covered basketball court, playground, daycare center, healthcare center, and open spaces for residents.

Acosta said the project highlights how the Expanded 4PH Program, together with Pag-IBIG Fund’s housing loan program, can help Filipino workers purchase homes through lower monthly payments.

Under the program’s subsidized 3% interest rate for the first five years, a borrower purchasing a unit worth ₱1.404 million may pay around ₱5,919 monthly. This is lower than the ₱8,644 monthly amortization under Pag-IBIG Fund’s regular housing loan rate and below prevailing condominium rental rates in nearby Laguna areas.

“Every peso saved from monthly housing payments matters to our members. It can help pay for food, education, health care, utilities and other daily needs of the family,” Acosta said.

She also acknowledged Joy~Nostalg Hearth Corporation for its partnership with Pag-IBIG Fund in implementing socialized housing projects nationwide.
