Department of Labor and Employment (DOLE) chief Silvestre Bello III E expressed doubt that end of contract schemes or ‘endo’ will completely be eradicated in the country.
“Ang unang panawagan ng manggagawa, eh dapat walang contractual employee. Ang gusto nila, lahat ng empleyado regular. Sabi ng ating Pangulo doon sa kaniyang EO, tama, dapat regular ang mga empleyado – pero may exemption,” Bello said in an interview on state-run Radyo Pilipinas.
The labor secretary explained that there are companies in other industries which may have the need to hire contractual employees.
“Hindi naman puwedeng regular, kasi halimbawa mayroong mga empleyado na kailangan mo lang ang trabaho nila sa okasyon,” Bello said.
“Like for example hospital, iyong mga regular employees na surgeon dagdagan mo ng seasonal surgeon. Iyon, puwede mong iksian ang season niyon, contractual iyon dahil their services are needed only for that specific season,” he added.
Bello’s statement comes barely a week after President Rodrigo Duterte announced that he has inked an executive order (EO) that will put a stop to endo schemes.
The said EO prohibits illegal contracting and subcontracting and likewise strengthens workers’ rights to security of tenure.
