Balloon vendors suffers burns after young people's nasty prank

It was a prank that had gone horribly wrong.
A group of young people lit one of the balloons of a vendor in Pandacan, Manila that resulted in a very large fireball.
The balloon seller emerged from the fireball struggling to put off the fire.
As a result, the vendor, identified as Oliver Rosales, suffered from burns on his arm and head.
GMA News reported that CCTV footage showed that the youngsters were sitting on a flight of stairs when they lit what they thought was just a pile of balloons then ran away.
They did not see that Rosales was resting under the pack of balloons.
A barangay official said at least seven individuals had been identified to be involved in the incident and five of them are minors.
The group was summoned to the barangay to face the vendor, who suffered from second-degree burns.
Rosales, however, had agreed to enter into a settlement with the group responsible for the prank.

  1. Who are these Senators that proposed the law that any minor 18 years and below cannot be prosecuted for the crimes they commit. The public wants to know and would they still believe in this law if one of their family member suffered the same fate as OLIVER ROSALES? This is the time the public wants to know why these senators approve this law. these senators should come out in the open and explain for themselves.
