Myanmar State Counsellor Aung San Suu Kyi was seen wondering where her Philippine counterpart is and turned to Singapore Prime Minister Lee Hsien Loong as if asking if they need to stay closer.
Then came Department of Foreign Affairs Assistant Secretary Junever Mahilum-West on stage, representing President Duterte.
Malacanang has no comment yet why the 74-year-old President was absent during the photo opp.
But he appeared during the actual Asean Plus Three Summit, few minutes after the photo opp.
