Vicente Duterte was a former governor of Davao and Cabinet Secretary of the late strongman Ferdinand Marcos.
His mother, Soledad, was a teacher and an activist during the Marcos regime.
The President made an early visit to their tombs because he is set to leave for Bangkok on November 1 to attend the 35th ASEAN Summit. (TN)
