Duterte offers Php1M bounty to capture heinous crime convicts ‘dead or alive’

President Rodrigo Duterte said that his offer to give Php1 million to anyone who can capture a freed heinous crime convict under the GCTA law is standing.

The President made this offer before his 15-day ultimatum ends on September 19.

“I will just set the timeline and then the ₱1 million prize is available to those who can capture them dead or alive, but maybe dead is better. I will pay you smiling,” Duterte told reporters on Tuesday.

The President had previously floated the idea of giving a bounty after the controversy hounding former Bureau of Corrections Chief Nicanor Faeldon and the GCTA messs.

The BuCor said that 1,914 heinous crime convicts were freed since 2014.

The Justice Department recently revised the implementation of Good Conduct Time Allowance law to inmates by emphasizing that
heinous crime convicts, recidivists, habitual delinquents and escapees from availing all time allowances.
