The International Justice Commission has confirmed the arrest of Europe’s most wanted online child sex offender in Cebu City.
Nelson Siacor Torayno, 32, was accused of assaulting his victims and distributing their videos on the dark web.
He has been detained in Cebu since April. The IJM said it was the ‘biggest cross border’ arrest since the Philippine Internet Crimes Against Children was established.
The arrest information was withheld to the public due to ongoing investigations.
Torayno was in possession of various images and videos of his victims and was arrested in a barangay in Cebu City.
The IJM also rescued eight children.
In a study by UNICEF last year, the Philippines has become a top global source of child pornography in the world with around 80 percent of children at risk.
