Duterte signs law sending social welfare representatives for abused, distressed OFWs

President Rodrigo Duterte has signed Republic Act 11299, amending Republic Act no. 8042 or the “Migrant Workers Overseas Filipinos Act of 1995, which aims to send social welfare attaches to countries with many OFWs working.

Under the new law, the Department of Social Welfare and Development (DSWD) will now be required to send ‘social welfare attaches’ or representatives to manage cases of distressed Overseas Filipino Workers (OFWs).

The office is also expected to undertake surveys on the situation of OFWs, establish a network of overseas-based social welfare agencies, and monitor the complaints or queries of OFWs and their families.

Also the said law is set to prioritize OFWs needing psychological services and victims of illegal trafficking, rape and sexual abuses.

The budget for this new department will be obtained from the DSWD.

Various government agencies will hold a meeting to craft the Implementing Rules and Regulations (IRR) of the amended law

The law, signed on April 17, was only released on Monday.
