Recto says Manila mayor sets example, Cha-Cha not needed

Manila Mayor Isko Moreno, in his first two weeks in office, has gained praise from legislators for his no-nonsense implementation of laws and ordinances.

More prominent among his programs is clearing the streets of illegal vendors and signing an executive order promoting open governance.

Senate President Pro Tempore Ralph Recto said that with Moreno’s example, Charter change or Cha-cha, would not be necessary to solve problems, Inquirer reported.

“Isko Moreno is the glowing ‘Exhibit A’ of the reality that many of the country’s problems can be solved without having to rewrite the Constitution,” said Senate President Pro Tempore Ralph Recto.

“It seems that more progress can be wrought by seriously implementing whatever existing laws there are than in rewriting the basic law of the land later,” he added.

Recto said Cha-Cha holds “untested benefits” and that leaders could turn to changing plans, having the right vision and management style.

A tweak on the Constitution is not the answer to address flooding, traffic, and crime.

“Hindi rin ito ang pangunahing sangkap upang dumami ang trabaho, lumago ang industriya, at umusbong ang pabahay,” he underscored.

Sen. Panfilo Lacson also praised Moreno and voiced hope that the latter would be able to sustain his enthusiasm in implementing change.

“I hope I am not speaking too soon. As long as we see the emergence of new leaders like Mayor Isko Moreno, we can look forward to retirement and continue dreaming big for our beloved country,” Lacson posted on his Twitter account.

Recto said he welcomes the proponents of Charter Change but underscored that there should be a thorough discussion on the issue.
