Justice Department warns possible ‘warrantless arrest’ of KAPA officials

Justice Secretary Menardo Guevarra said that the Kapa Community Ministry International Incorporated officials may be subjected to ‘warrantless’ arrest if they will continue to solicit money from their members.

In a press briefing, Guevarra said that the warrantless arrest could fall within the theory of continuing crime, which the DOJ has used in its arrest of Rodel Jayme and Wellmed owner.

Last month, President Rodrigo Duterte intensifies his campaign against the members of the religious group.

In a speech in General Santos City, Duterte said that he will have beneficiaries and sponsors of KAPA arrested.

The President adds that KAPA is an investment scam and is involved in pyramiding schemes.

“Ang akong gi-ingon sa NBI ug sa pulis, dakpa. Kay ang estafa sa atong balaod na gihimo sa Congress, large scale estafa is non-bailable,” the President said.

The group was founded by Pastor Joel Apolinario, who is currently seeking an audience with the President.

Kapa has more than 10 million members and the majority of it are Overseas Filipino Workers (OFWs). Kapa stands for Kabus Padatoon which means making poor people rich.
