12-yo boy ‘butchers’ pregnant woman, 4-yo daughter in Pampanga

Pampanga police are holding a 12-year-old boy for allegedly stabbing to death his neighbors — a pregnant woman and her four-year-old daughter.

A report from the Philippine Daily Inquirer said the teenage boy confessed in front of his parents before a social worker.

The 12-year-old boy stole P100 from his neighbor in Lubao town.

When the woman found about it, she cursed the boy. In a fit of rage, the boy took the butcher’s knife and attacked the pregnant neighbor and her child.

The victims died instantly.

Police have already filed a case against the 12-year old boy. A prosecutor will determine whether to commit the boy to for juvenile delinquents in nearby town of Magalang.

Philippine laws prevent children below 18 years old from being arrested nor prosecuted for criminal liability.

There is a pending bill in Congress lowering the age of criminal liability to 12 years on serious crimes such as kidnapping, murder, parricide, infanticide, and serious illegal detention.
