The labor row between the Philippines and Kuwait is now a thing of the past, Presidential adviser on Overseas Filipino Workers and Muslim Concerns and Special Envoy to Kuwait Abdullah Mama-o said.

“The two countries actually had forgotten everything. What happened in that embassy episode are things of the past,” he said during the Senate labor committee’s inquiry on OFW deaths.

DOLE Secretary Silvestre Bello III said Wednesday that overseas Filipino workers who were barred from leaving can fly anytime to the Gulf state. Household service workers, however, will have to wait until deployment guidelines are issued next week.

“Deployment guidelines will come out next week. Skilled workers can fly to Kuwait anytime but the household service workers can fly next week, pending their visa application approval,” Bello told during the Senate inquiry.

The said guidelines will incorporate protection clause stipulated in the newly signed memorandum of agreement (MOA) signed by both countries.

During the hearing, Bello said that the two countries will create a joint committee to finalize the implementing rules and regulations of the MOA.

He said the committee that will comprise representatives from the Department of Foreign Affairs and Labor Attaché Resty dela Fuente and their counterparts from the Kuwaiti government will “conduct an assessment of the situation of OFWs in Kuwait, particularly the HSWs”.
