DHA to implement Dubai-wide Emergency and Crisis Management Nerve Centre to prepare for Expo 2020

DUBAI: The Dubai Health Authority (DHA) has signed a memorandum of understanding (MOU) with a private entity to implement a citywide Emergency & Crisis Management Nerve Center as part of Expo 2020 preparations.

The MOU was signed by H.E Humaid Al Qatami, Chairman of the Board and Director General of the Dubai Health Authority (DHA) and Waqas Mirza, Managing Director & Chief Marketing Officer at Avanza Solutions.

The agreement is in line with the vision of His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of Dubai Executive Council and the Dubai Future Foundation, for Dubai to be the leading Smart City globally.

As part of the MOU, Avanza’s Smart City Medical Management Platform “Acuity” will help to save lives. Acuity is a Smart application, which will give DHA a perspective of what is happening across the city.

The system will be invaluable for Expo 2020 when the population of Dubai will burgeon from three million to 25 million over a six-month period. For clinical emergencies, such as a heart attack, stroke or road traffic accident, seconds can be the difference between life and death. This is where the system will optimize its true potential to take timely evidence-based decisions.

The system uses Artificial Intelligence and can carry out several complex commands that will be activated once the patient is in the ambulance. This includes looking at the closet hospital which has a bed available, hospital activation, a hospital bed being reserved for the patient and even the appropriate medical team readied for imminent arrival of the patient.

The system can also help activate clinical teams. As such, the heart-attack victim would not waste time in the Emergency department and instead be whisked seamlessly into the cardiac suite.

Avanza has merged their knowledge of block-chain and Artificial Intelligence with the expertise of clinicians and emergency care specialists. In a unique collaboration with internationally trained health care professionals, Avanza is aiming to achieve – right patient at the right location with the right clinician.

Mr. Khalfan Belhoul, CEO Dubai Future Accelerators said: “We are very pleased that Avanza has signed their second MOU under the DFA program. DFA is a platform for forward thinking companies such as Avanza, to use Dubai as a test bed for new ideas, innovation and futuristic concepts. We wish Avanza and the DHA best of luck in the execution of the pilot project and we hope their solution, Acuity, will showcase Dubai as a model city in the field of Emergency Medical Case management”

Al Qatami said: “Innovation is at the heart of everything DHA is doing to make Dubai one of the best health care providers in the world. We are confident that Avanza’s technology and platform in conjunction with their team of medical experts will deliver a highly advanced Medical Nerve Center for Dubai. This will ultimately result in the faster and highly efficient handling of emergency and trauma patients, thereby saving many more lives”.

Waqas Mirza, Managing Director & Chief Marketing Officer, Avanza Solutions said:
“Smart cities need to interact and respond to residents’ needs efficiently by deriving insights from real time data and operations. Based on these key objectives and cutting-edge technology – Acuity is a platform that enables a city to respond to its residents in times of need. Avanza is proud to be associated with the leadership which has at its hallmark innovation to continue on its path to build a highly efficient and smart city.”

To make Acuity smarter and capable of responding to the regional nuisances, Acuity will store data and use it to design better algorithms based on concepts of machine learning. Additionally, Acuity allows the DHA and hospital-based healthcare professionals to be able to view data pertaining to specific patients, as the data is being entered by the Ambulance crew. Thereby, vital observations are shared on the Acuity platform so that any number of doctors can discuss the case, with chat being possible within Acuity in real-time.

The ultimate aim for Acuity is to match supply of critical medical facilities and equipment with real-time demand of emergency cases. In the future, Acuity could even predict health-care demand and in-doing so, the DHA could fore plan using Dubai’s network of private and public hospital’s. This would ensure healthcare delivery is optimized and demand never outstrips supply.
